Sally Phipps has a degree in Environmental Science and Technology and a minor in Mathematics from Mesa State College in Grand Junction, Colorado.  Ms. Phipps has an interest in environmental economics and policy, energy efficiency and sustainable development. From her studies, Ms. Phipps has experience and knowledge in the areas of technical research, mathematical, statistical and data analysis, in addition to experience with ArcGIS mapping.  Her activities at Ruby Canyon Engineering primarily involve researching and understanding the rapidly developing and forthcoming rules and regulations governing national and state climate change policies regarding greenhouse gas emissions. Most recently, she analyzed the various volatile organic compounds (VOC) emission inventory requirements for the oil and gas industry in Colorado, New Mexico, Utah, and Wyoming, which RCE used to develop a methane emissions methodology for the U.S. EPA.  In addition Ms. Phipps has conducted research into other carbon market sectors such as coal mine methane, oil and gas, and emissions reducing technologies within the transportation industry. 

Ms. Phipps is an avid traveler and outdoor enthusiast.  She has traveled to Chile, Peru, Bolivia, Spain, Scotland, and England and hopes to visit China within the near future.  She enjoys backcountry skiing, ice and rock climbing, backpacking, cycling and rafting.
